@slightlyoff and I discussed my last comment in https://github.com/w3c/encrypted-media/issues/85#issuecomment-232211115. We agree that the "secure stop" feature *can* be related (architecturally) to the existing [nebulously defined] a[ping] and sendBeacon(). Given we have no architectural concerns with a[ping] and sendBeacon (excepting lack of proper spec detail/available hooks for these out-of-band activities--which are not themselves architectural concerns), by extension we no longer have a concern with "secure stop" (persistent usage record).
