Re: [slightlyoff/ServiceWorker] clarify secure context requirements in Handle Fetch (#890)

F2F:

* We should fix the spec here - I should be able to navigate from a non-secure origin to a secure one and use my service worker
* In the `target="_blank"` case, if the secure context spec is going to continue like that, we should ditch `noopener` for service worker controlled pages
