Re: [whatwg/dom] Add relatedTarget to event dispatch (#281)

I have rewritten the commit:
- It no longer uses "set the relatedTarget" abstraction.
- Add a note to mention that UI Events specification may define the relatedTarget attribute which reflects an event's relatedTarget.
