Re: [whatwg/streams] IsFiniteNonNegativeNumber() could be used in more places (#475)

We should probably also use it in ValidateAndNormalizeHighWaterMark() as well.  That function dubiously throws TypeError for NaN and ignores the possibility of infinity.
