It doesn't seem to me require user gesture for locking orientation sounds like the right restriction.

I guess we could either have a flag indicating whether a change event is from a device orientation change or orientation lock, or have a separate event which always fires when the device tries to change the orientation of the view (but may be prevented because of orientation lock).
