For `cancelBubble`, someone crafted [a metric for whether `cancelBubble` actually had an effect on the event's dispatch.](https://www.chromestatus.com/metrics/feature/timeline/popularity/1348) There doesn't seem to be an analogous one for `returnValue`, though I'm only looking at the metric names here.
