Re: [w3c/permissions] Drop .request() (#83)

Users are higher in the [order of constituencies](https://www.w3.org/TR/html-design-principles/#priority-of-constituencies), so asking them to give up knowing what permissions are for, so developers can have more commonality across APIs, seems like a poor tradeoff.
