Re: [w3c/webcomponents] :focus behavior of delegatesFocus:true will be confusing for users (#554)

Could someone summarize the proposals?
In each case 1 - 6, suppose that the focusable element in a shadow tree is focused,

Proposal A) keep the status quo.
- `date-input:focus` is applied for case 1, 2, 3

Proposal B)
- `date-input:focus` is not applied at all.

Proposal C) (@alice ?)
- `date-input:focus` is applied for case 1, 4


Is there any other proposal?
