cc: @TakayoshiKochi , @sorvell, @sjmiles Yeah, it looks very weird. I remember that we had an internal meeting about how `:focus` should be with Polymer folks. This behavior is the conclusion of the meeting. I could not find any meeting notes which can be shareable, but I can say no one noticed this issue at that point. I remember that the motivation of this feature is that users want to use `:focus` for a component if the component's shadow tree has a *real* focused element.
