Re: [w3c/webcomponents] Events whose composed flag should be true (#513)

Have `TransitionEvent` and `AnimationEvent` been addressed yet? Seems like those should be `composed: true` by the UA as well

  - [ ] `transitionend`
- [ ] AnimationEvent
  - [ ] `animationstart` 
  - [ ] `animationiteration`
  - [ ] `animationend`
