Re: [whatwg/streams] Fix makeReadableBackpressureByteSocketStream to drain all data (#504)

It's too complicated. Do you have any comment on how to simplify this? If we decide to land something complicated like this, I'd like to add something in the test in the reference implementation to check correctness, too.
