@slightlyoff pointed out https://github.com/w3ctag/packaging-on-the-web#mhtml which has some downsides of MHTML. Alex also mentioned that MHTML's URL resolution is weird, and that we might not be able to extend MHTML in a way that makes existing implementations load new packages sensibly.
