Re: [whatwg/fetch] Resource fetches for notifications shown from a service worker should trigger onfetch (#303)

We may allow other APIs to do this in future, but feels like it should be considered case-by-case. Eg it might make sense for the font loading API to go through fetch, but it probably isn't an interesting use-case until canvas can be used in workers.
