I heard the requirement described as needing to "write to disk after shutdown" and so I thought I should offer a small clarification.

Executing anything "after shutdown" is non-sensical, since by definition shutdown is complete at the point that execution stops. So nothing can be executed after that.

The particular implementation approach on which concerns have been raised is one in which the User Agent must write to disk during the process of unloading a document (i.e. as described at [1]) assuming that process takes place when the User Agent application is closed, as well as on navigation or tab or window close.
