Re: [uievents] When .getModifierState("OS") should be true? (#28)

I'm not convinced that webapps will have a need to emulate the system menus. Other than big, "office" webapps like Google Docs, I can't think of an example that might need this functionality.

I think that we might be trying to solve a problem that won't occur often enough in practice to make it worth the complexity in the spec.

In addition, this is something that we can add later if needed.
