Re: [fullscreen] Fullscreen element with `display: contents` (#28)

I think it's fine to compute `contents` to `block` if the element is in the top layer.

I tend to respect the original value and the rule in the CSS spec (thus the proposal in comment 0), but if that adds much more complexity to this spec, I don't think it's worth.

In respect of implementation, both are fine.
