Re: [webidl] Add a [SecureContext] operator attribute (#65)

Hmm, so it seems that ```isSecureContext``` can change dynamically over time? I can understand that for ```SharedWorker```, but is this also true for documents in a ```Window``` (when navigation is not involved)?

@mikewest do you have any thoughts on the tail end of https://github.com/heycam/webidl/pull/65#issuecomment-149347650 (how the same-origin restrictions might obviate the need for this extended attribute in the first place)?
