@laddp Is it not feasible to add all of those sections because, while the core set that you mention is sufficient for US English-centric locales, for completeness we would also need to also add Russian, Arabic and values from every other language keyboard. We would end up including a good chunk of the unicode character set. Note that the |key| spec starts with "This section defines a list of key values [...] in addition to support for the full range of Unicode [Unicode] codepoints".
