[spec-reviews] Notifications API (#94)

Shipping in various stages in different browsers:
- Chrome ships most of the spec, except some newer features like action buttons (there is an [Intent to Ship](https://groups.google.com/a/chromium.org/d/topic/blink-dev/8iSlPpwokbY/discussion) for those).
- Firefox ships most of the spec except the [Service Worker API](https://notifications.spec.whatwg.org/#service-worker-api), for which it has an [Intent to Ship](https://groups.google.com/d/topic/mozilla.dev.platform/g89eQ3Zdhbo/discussion).
- Safari ships the [older W3C version](http://www.w3.org/TR/2015/REC-notifications-20151022/).
- It is [Under Consideration](https://dev.windows.com/en-us/microsoft-edge/platform/status/webnotifications) by Edge.
