[touch-events] Import and replace Touch&TouchEvent constructor tests from w3c (#45)

This is a placeholder/reminder for https://github.com/w3c/touch-events/issues/27.

Touch&TouchEvent constructor tests was temporarily added to blink (https://codereview.chromium.org/1415673004/) and also submitted to w3c (https://github.com/w3c/web-platform-tests/pull/2299).

Need to remove blink tests and import from w3c after it's approved.
