Ping @smaug----. There's an [Intent to Implement and Ship DragEvent](https://groups.google.com/a/chromium.org/d/msg/blink-dev/SbQzldr3aOM/EuoaqeVFDQAJ) on blink-dev which will be blocked on [bug 28984](https://www.w3.org/Bugs/Public/show_bug.cgi?id=28984) which will in turn be blocked on this issue.
