Well, maybe, but then the execCommand spec doesn't ever actually create and fire clipboard events, so strictly speaking everything that followed would be dead code.

I think that either the execCommand spec needs to explicitly integrate with the Clipboard API spec, or add extension points for other specs to do their own thing, which could be used by the Clipboard API spec.
