Re: [clipboard-apis] Move script-created events out of "fire a clipboard event" (#16)

I don't need to redefine dispatchEvent(), this is really about the execCommand() actions.

The idea (thanks to @annevk 's advice earlier) is that my spec defines "actions" which the editing spec should be updated to reference.
