The draft charter says "There will be one github repository per document.". Is this, strictly speaking, true or necessary? Do we want such a constraint, for example, if a spec has multiple levels where each level is a separate "document"? Also, the editing-apis repo has multiple "documents" and I don't see why that is a problem <https://github.com/w3c/editing> and it would be unnecessary "make work" for that repo to have to reorganized to meet this requirement. Likewise for w3c/webcomponents which is a repo for three specs.
