Re: [ServiceWorker] 24 hour spontaneous update doesn't seem specced (#514)

Additionally, we should handle updates like this:

* When we fire an event in the SW, we should trigger a soft update if we haven't done one within 24hrs
* The fetch event is the exception, which triggers an update every navigation
