Creating a separate spec even called `HTML Includes` with `<include>` or `<import>` tag will be totally confusing when there is already `HTML Imports` spec. But why importing HTML in the `<body>` falls out of spec for `HTML Imports`?

If it is not desirable to introduce new tag, it might be possible to further hack `<link rel>` and allow it inside of `<body>`.
