So, is it possible to (re)design it to match the expectation? I'd even
extend it for CSS and SVG.

BTW, how do you deal with complexity of issues? Do you maintain a graph of
use cases connected to possible solutions, which are in turn connected to
problems that come with each solution. Github is too primitive to maintain
such a system, so maybe there is a parallel tracker?
