Re: [spec-reviews] File URI Scheme (#59)

This new document ignores it completely. I agree with @travisleithead that we need a document that doesn't punt on this, but I agree with Anne that this document isn't it. :)

Note, of course, that URL also explicitly leaves `file:` URL origins as an exercise for the reader.
