Re: [fullscreen] Inconsistency of condition between entering fullscreen and exiting fullscreen (#6)

So non-modal dialogs don't cause the rest of the document to be inert, but maybe it would actually be a good idea if fullscreen did, because it's very weird if you make your fullscreen element transparent and then interact with the page below it...
