@sleevi according to @mikewest in https://lists.w3.org/Archives/Public/public-webappsec/2015Jul/0075.html mixed content is simply not allowed for service workers in Chrome.

Either way I guess this is an issue for the Mixed Content standard, which can use "request's window" for determining whether any UI needs to be downgraded.
