[FileAPI] IANA Considerations (#12)

As this standard creates a new URL scheme (`blob:`), it ought to include an "IANA Considerations" section for registering the [scheme with IANA](http://www.iana.org/assignments/uri-schemes/uri-schemes.xhtml).
