Re: [fullscreen] Inconsistency of condition between entering fullscreen and exiting fullscreen (#6)

I think I'm fine with requesting fullscreen in any order from the perspective of impl. I'm more concerned about the complexity of the spec and whether the behavior would make sense to authors.

Anyway, I suggest we at least persist with the restriction that fullscreen elements must be put continuously in the top layer stack, and can only be put from the bottom of the stack. It seems to be less risky.
