Re: [webcomponents] Changes to Dispatching Events (#274)

We would list all the places that need updating to dispatch scoped events. E.g. HTML's `<img>`, `<video>`, and `<audio>` elements. At least, I imagine we wouldn't want "loadedmetadata" to leak out of a shadow tree by default? Or is there a reason for not leaking `load` and `error`, but leaking that one?
