Re: [webcomponents] Changes to Dispatching Events (#274)

I see, it seems that the "scoped flag" should not be mentioned here at all. That is for the specifications that define and dispatch the event to set. E.g. <img> would set that flag for its events. We could probably define a convenient "fire a simple scoped event" shortcut for those specifications or some such.
