Re: [editing-explainer] Need to spec the data in beforeInput event (#29)

This is an important issue to have generally sorted out before we get to Working Draft. What should be the shape of input events? We probably need the following information:
* data: text and/or html to be inserted. Only applies for some actions (for instance, formatting doesn't have specific data)
* targetRange: may just be the selection, as discussed in https://github.com/w3c/editing-explainer/issues/39
* action: such as insert, delete, format, etc
