Re: [ServiceWorker] Privacy consideration about the "cache" parameter of the Request object (#585)

@mayhemer @nikhilm @mnot any thoughts? I kind of like preserving the functionality for same-origin, but that also adds some complexity (e.g. rejecting cross-origin redirects).
