My view is that if a browser implements this API, then it provides applications with an endpoint that conforms to the standard protocol, yes. An endpoint for a proprietary protocol is essentially unusable. Even if we add a protocol identification field we fail. That is, unless everyone understands every possible value for the protocol identification field.
