I would actually say that this has nothing to do with packaged apps. It could very well be for any app.

On the other hand, many desktop apps (like Windows apps) have a minimum size. You could say that web apps should work at any size, but some apps are just not useful when smaller than a certain size (think about implementing Autocad or similar)
