Re: [encoding] BufferSource is not specified (#24)

I think we can close this, as Encoding does say "This section uses terminology from the DOM and Web IDL."

No worries, @phistuck - I can't count how many times I've also learned that the answer to my question was buried deep in the dark corners of WebIDL.
