What's the status of spec'ing the `beforeinstallprompt` event? It shipped in blink based only on [the explainer](https://github.com/slightlyoff/AppInstallImprovements/blob/master/explainer.md#controlling-installation) which doesn't seem very precise about the current design. Anyway it seems pretty close to what you want to me. Eg. imagine it had been named 'installopportunity' instead.
