Re: [uievents] Expose 'inertial scrolling state' in wheel events (#58)

@RByers True, I agree (easier on the app side to consume a single event stream too). Suppose the spec should just make clear exactly when the `isEnding` flag should be set (i.e. on a trackpad: not when fingers stop moving, but when they lift, and regardless of whether it's followed by synthetic events).

Excited that WebKit (https://github.com/w3c/uievents/issues/56#issuecomment-155845719) and Blink are both interested!
