Re: [ServiceWorker] Merge service worker client into "environment settings object" (#516)

For a browsing context, an environment settings object is created whenever a new Window object is created. For workers, it's created within their constructors. And it's specified in HTML that a script has a settings object, and its definition is an environment settings object.
