Re: [ServiceWorker] Make it clear that Cache and caches are to be available on page (#297)

Note, on gecko we will probably not be able to support Cache in every browsing context.  Specifically, I know we will have problems in workers created from a data URI and workers created from a sandboxed iframe.  I think these may be un-spec'd things, but just wanted to mention it.
