[Bug 27558] Specify MouseEvent.which

In IE/Edge, which is implemented on MouseEvent and KeyboardEvent. Moving it to
the UIEvent interface exposes it to many other interfaces that don't really
need it. Since this is a compatibility API, I'd prefer not to spec it on
UIEvent directly.
