[Bug 21066] Provide an event path API

A fix for DOM would be somewhat more complex I think. We need to flush out the
definition of path so it's crystal clear.

Also, this makes it return an array, correct? And mutating that array won't
have any effect on anything? I think that's fine... (There's some talk over in
IDL land about being able to return frozen array objects for cases like
this...)
