Not clear whether
http://w3c.github.io/webcomponents/spec/custom/#dfn-element-upgrade-algorithm
removes entries from the map. I guess it should?

Why? I don't see why removal from a tree is significant.

It would probably make more sense to store the original value of the is
attribute in the map along with a pointer to the element that needs upgrading,
no?
