Element createElementNS(DOMString? namespace, DOMString qualifiedName)
vs
Attr createAttributeNS(DOMString? namespace, DOMString name);
The algorithms look very similar, it seems like createAttributeNS should call
its argument qualifiedName too. Maybe. Blink's IDL files do anyway.
