Yes, send() should only throw for synchronous XMLHttpRequest. Not otherwise.
Now that Mixed Content is defined in terms of fetching this should all fall out
naturally, no?

To recap, the status is that WebAppSec dropped their attempt and instead
integrate with Fetch.
