Interface WeelEvent inherits from MouseEvent, but dictionary WheelEventInit
(UIevents) doesn't from dictionary MouseEventInit. It looks inconsistent.
I'm not sure if it is bug or not.
If no - maybe adding Note section in the spec would help to avoid confuse of
readers.
