[Bug 24475] StorageQuota.supportedTypes should not use Array which is to be deprecated

Thanks for the suggestion, I just skimmed through the issue and it looks
returning a frozen JS array perfectly makes sense in our case.

I'll update the spec to use [SameObject] (and 'frozen' when we have it in IDL)
if it gets no objections.
